I hit this same problem as well, to simplify this issue, there should be
an exposed cloud "part" defined in the parts wiki right here
https://wiki.ubuntu.com/snapcraft/parts
These parts allow you to "load" all the gtk dependencies in your snap
with something like
parts:
yourpartname:
sourc
You can have a look at snappy-playpen for various workaround:

Current situation is pretty shitty. Having to package the whole of
GTK/themes/fonts in the snap. Supposedly future versions of snapd will
address this issue with new snapd interfaces.

I have the same problem:

Using the fallback 'C' locale.

You'll need override a shitload of environment variables and package all
dependencies (including GTK modules, themes, icons, fonts, etc).
