I think the solution to this bug is
systemctl enable bluetooth
You have to enter your password 4-5 times and then reboot. It worked for
me. can someone else try it to confirm on Asus laptops with this bug?

forgotten to add that it works following a fresh install of Linux Mint 17.3
and
that it no longer work if I follow the "update manager" instructions to update
the system.
