@Brian yes i am able to use update-manager too...
After so many months (since April) and after so many upgrades i think
all problems have solved. Or at least i don't have any problem now in my

Same here.
My upgrade from 12.04 to 16.04 was freezed. I rebooted and finished with
dpkg --configure -a. Next I launched the upgrade-manager and got that
warning message (I also had to do a partial upgrade).
