My experience is that the problem was already solved in the version 0.2-7 used
in 8.04, following the updates described at http://bugs.debian.org/440313
The version number for 8.10 is still 0.2-7, however I did not use it so far.

I can confirm this error. The problem is that in the Ubuntu debian
source for this package there is an error in the debian/rules file. The
files *.cfg are installed to /etc/texmf/tex/latex/texpower, however the
texpower.sty file is edited to point to /etc/texmf/latex.
