Ubuntu better. The version of Ubuntu your using is in End of Life
status. More information may be found at:

updated and issue you reported should be reproducible
had same problem.
dpkg -L libapache2-mod-auth-pam | grep mods-available
returns the proper files (auth_pam.load)
but the package, for some reason, does not install the file in the mods-
available folder.
I had to copy it from an old installation.

Thanks for your bug report. On a fresh gutsy install, the file is presend for
me :
$ dpkg -L libapache2-mod-auth-pam | grep mods-available
/etc/apache2/mods-available
/etc/apache2/mods-available/auth_pam.load
Could you show the result of apt-cache madison libapache2-mod-auth-pam
and dpkg -l libap
