Unfortunately that is the setting I have. On occasion 4 faces show up.
On other occasions only 2. The settings however remain the same 4 all
around.

This is not a bug, this is bad setting
Do this:
General Options -> Desktop Size -> Horizontal and vertical size should be 4 and
number of desktops 4
