That setting does indeed seem to work better, in that my focus is no
longer stolen all the time. In fact, I rather think it should be the
default setting, but if the metacity maintainer in Ubuntu disagrees,
this bug can be closed.

Thanks for your report, that can be changed in the gconf-editor
(/apps/metacity/general/focus_new_windows) set it to strict instead of
smart. Does that works for you?
