If that is the case, what needs to be done to communicate to end users
to use the PPA as a source for RSCT while FixCentral is out of date (and
targeted toward Ubuntu 15.04)?

Attached is the new RSCT pkg which addresses the feedback.
However, the pkg name 'src' is not changed as I've asked for the
reconsideration.
Many of the current IBM products & the other exploiters/consumers can't deal
with the pkg name changes.
Please take a look at the new pkgs.

I have some responses at this time. (I may have more responses later on).
1) The package name 'src'.
It is the abbreviation of System Resource Controller - which is in AIX, and
all other our supported platforms (RHEL/SLES, SunSolaris etc).

The following lintian overrides, it would also be preferred (but not
required) to have an explanation for why these additional privileges are
needed.
