No I am not having this problem any more. I am struggling to remember
how I resolved it. I think that I reinstalled Ubuntu 7.10 after it was
properly released.

Patrick your failure looks quite different than adamadamant's. If I am
reading the logs correctly it looks like you are running Hardy and there
is a problem with openoffice.org. That is probably bug 181762 which
should be resolved by now. Please try upgrading again and if I am wrong
open a new b

Hi, I have tried it again and it gives me the same error. I believe it
may be related to bug #121669, I was later trying to install libc6-dev
(or rather a package which depends on it) and I get the error:
The following packages have unmet dependencies.
libc6-dev: Depends: libc6 (= 2.5-0ubuntu14)
Thanks for your bugreport and the logs.
This sounds like a transient error in the archive where some packages
are not fully updated yet. Could you please try again and see if the
issue goes away then?
