Confirmed, I got that feedback from friends trying a bq phone as well.
Just as a note, that's what is recommended on
https://design.ubuntu.com/apps/building-blocks/buttons for neutral
buttons as well so the design/documentation would need to be updated,
it's not really an unity8 specific issue

I think the common convention is:
High contrast between text colour and background = enabled
Low contrast between text colour and background = disabled
So where we use white text on a grey button, it doesn't look like a
valid button that's pushable.
