All hands to raising this. Timekpr is not available via Software Center
and is not a proper parental controls App. If Ubuntu wants to mature
into a proper alternative for existing OS, developing a parental control
app is a 'must have'.

Cannot figure out how to assign a package, since this is what I consider
to be a fundamental OS issue, and is present in ALL versions of Ubuntu,
from 4.10 to 15.10.
