Right, the ufw cli tool itself doesn't do anything with ULOG (because
ULOG is not supported with IPV6) but you are of course free to add
whatever you want to /etc/ufw/after.rules (ie, using the ufw framework).

Ah, it looks like it's because my /etc/ufw/after.rules reference the
ULOG kernel module so it kept erroring out. If ULOG is deprecated I have
no idea it's in my rules. Sorry for the noise~

tested in an up to date vivid VM-- add a rule, reboot, firewall is up).
ufw does not support ULOG so I'm not sure why the lack of kernel config
would have this effect. Can you run this command on the affected system:
