keyboard-properties, change a setting, change it back, then close it.

The Ubuntu Kernel Team is planning to move to the 2.6.27 kernel for the
upcoming Intrepid Ibex 8.10 release. As a result, the kernel team would
appreciate it if you could please test this newer 2.6.27 Ubuntu kernel.
There are one of two ways you should be able to test:
1) If you are comfortable
I can verify this problem still exists with the latest Linux kernel on
an HP DV9700. Exiting to a terminal (Ctrl + Alt + F1) and then returning
to X (Ctrl + Alt + F7) fixes the problem (until the next time I
accidentally/purposely hit the caps lock again!)

Virtualization(such as VirtualBox)

Hardy Heron Alpha2 was recently released. It contains an updated
version of the kernel. You can download and try the new Hardy Heron

I want to add, that by switching consoles CTRL + ALT + F1 or any other F
key and then returning to my x session i can resume normal touchpad
functionality.

I have the same issue. I own a HP DV 9500t and whenever i press the caps
lock my touchpad will lock up for a few seconds then work again.
However, the mouse cursor becomes way more sensitive to movement and the
scroll stops working as well as the following
