Well, in Lucid out of thebox you get shuttering sound.
If however, you go to http://teamspeak.com/?page=downloads&archive=1 and
install it manually from there, it seems to work fine.

TeamSpeak is unfortunately an OSS application so it would like to have
exclusive access to the sound card.
However, those using Hardy (which uses Pulseaudio) can use the padsp to
load team
it seems to be fixed in intrepid
don't know why, it just works normally now

I am facing the same problem so I removed the teamspeak installation
coming with hardy and installed from teamspeak website and still same
problem; it's very very very slow with font problems. This used to work
properly, so it's almost a library update or something that messed
teamspeak.

So far having one sound server like pulseaudio is great, but it has not clear
up Teamspeak clarity or allowed it to fully working for me in Hardy. I can
jump in to TS and the mic might be muted (no matter what I do - I can not fix
this unless I change settings and log out), or I could jump in
in hardy, amd64, if you wait long enough (5 minutes or so), it will finally
startup
there seems to be some font problem I guess (fonts look bad in the menus)
after startup, the application works fine though
