I see the problem too (on Facebook mobile, for example).
I wanted to try this Force enable Zoom in Settings->Accessibility, but
neither the webbrowser app's Settings, nor the global Settings page had
an Accessibility submenu.

Yes, it's possible a feature of web browser, my current using web
browser doesn't exist a similar settings, seems the feature has been
already enabled by default, then i installed Firefox on my android
phone, it does exist a similar settings, pinch to zoom works only get it
enabled on youtube.com.
I just tried with Google Chrome on youtube.com on Android 5.1.1 on a Nexus 4.
It's impossible to zoom, unless you set 'Force enable zoom' in
Settings->Accessibility.
Could you please check if you enabled it?
If yes, this isn't a bug about the zoom, but a feature we miss.

Yes, you are right, it works with some web pages, but i tried with web
pages sina.cn and youtube.com, pinch-to-zoom works on Android phone, but
on our ubuntu phone not.

Can you please detail which page you used to test? Not all web pages
allow zooming in. I just tested with a wikipedia page, and pinch-to-zoom
works well there.
