I had the same problem with Hungarian special characters but this bug
was solved a long time ago. Are you still having this issue?

i mod /etc/fstab from
UUID=40682F4F682F42D0 /media/sda1 ntfsdefaults,umask=007,gid=46 0
1
to
UUID=40682F4F682F42D0 /media/sda1 ntfs
defaults,umask=007,gid=46,locale=zh_CN.utf8 0 1
and solve this problem

i find that 7.04 + ntfs-config can create files with chinese names in
ntfs partitions.
