Yep, I've been stumped with this bug on arale and krillin recently. In
the former case going back to devel was enough to avoid the regression
in devel-proposed.

I just got this on a krillin, wily image 105 from channel ubuntu-touch
/devel-proposed/krillin.en, except it's even worse because when I try
step 8 it still shows "swipe (no security)" in system settings despite
the fact that it does quire a password to unlock the screen. all

screen correct.
