I would recommend not to have system-wide proxy settings, but proxy
setting for every connection. Since there could be different proxy
servers in different locations. Each WiFi AP should have his own proxy
settings saved. This also implies gui setup for proxy.

Added a task for ubuntu-system-settings since there would need to be a
panel implemented to change this on the phone.
FWIW, seems like the browser works if /etc/environment is modified,
which is something that implementing a panel in system-settings might
fix if it works similarly to the GNOME pro
Adding to #4, the entire system needs to be restarted for changes to
take effect.
