Type SPF is removed in the upcoming RFC 4408bis, it'll just be TXT, so
this is OBE in any case.

In the past, the "content" column (PDNS is DB-backed) of a TXT RR could
contain the bare TXT string, however this has changed to support multi-
string TXT and SPF RRs, among other reasons. Including the quotes in the

I would guess that this is because type SPF records are binary encoded
and type TXT are not. I'd recommend reporting this to upstream as it's
more likely to be addressed there.
