I have the same problem in kubuntu 8.04. I used the kde-tweak applet, and now
kicker does not start at login.
I also have the file panel.desktop with the same content.

Also in the "Global" tab the option
Offer "Turn Off Computer" and "Restart Computer" from logout dialog
should be enabled by default. Otherwise you get a crippled logout dialog
when using ktweak.
This package should either be fixed or removed from the distribution,
because it verly likely crip
I can reproduce it fairly easily.
Steps:
1) load kcmshell kcm_tweak
2) Pick any "tweaks" but don't look at the Panel tab
2) hit apply then OK
Result:
The next time you log in `kicker` won't run. The Panel tab defaults to "Start
Panel with KDE" unchecked which creates the file
~/.kde/share/auto
this started with me today; evferything starts up nicely, except kicker.
