Ubuntu 15.10 (Wily), Gedit 3.10.4, Latex plugin 3.8.0-3
This is what it prints upon startup:

Just update to Wiy. The bug is still there (the gedit-latex-plugin
shipped with Willy is 3.8.0-3, which is not compatible with gedit 3.10-4
shipped with Wily)

Upgrading to gedit 3.14 (through the Gnome 3 PPA) solved the problem for
me, although it broke another plugin (menu project manager) and doesn't
seem to fit well with unity. But at least the LaTeX plugin is salvaged.

I reverted back to 3.8.0-1 from Utopic and the menu and toolbar items
now appear and seem to be working

The code in gedit-latex-plugin 3.8.0-2 states that the menu and toolbar
constructions has been modified to ensure compatibility with gedit 3.12.
Vivid uses gedit 3.10.4, so that may be the problem.
