I get this frequently as well.
I search for an app in the scope, don't see the form to add my review in the
preview. If I go back and forth a few times, the form eventually shows up.
This is on r102.

It's installed. I knew that ;) I'll try to record another video, but I reset
the phone serveral times and always it's happening with a different application.

Hi. It is nearly impossible to see the contents on screen in that video.
However, you can only submit ratings/reviews for apps which are
installed on your phone. If the app is not installed, you cannot submit
a review for it.
