The konsole4-kpart package update that was just released seems to have
fixed the problems!

Up/Down arrow no longer scroll through history
After firing up nano, I see that it's not just history scrolling that
doesn't work: the arrow keys don't work at all in yakuake anymore.
Thank goodness for ctrl-n & ctrl-p. :)
