I've just tested this by
* making sure my amd64 vivid installation was up-to-date (sudo apt-get update,
sudo apt-get dist-upgrade)
* using ubuntu software center to add the partner repository
* running "sudo apt-get update" again, then "sudo apt-get install skype"
* started skype from the
Downgrading libflac8 fixed the issue for me:
sudo apt-get install libflac8=1.3.0-3

As of yet, this is still an issue. The problems seems to be that vivid-
proposed has libflac8:amd64=1.3.1 but no update i386. The 32 bit version
is still stuck at 1.3.0 and apt-get refuses to install conflicting
versions of the same package.
I managed to work around the problem by disabling propos
Errors of this sort in a development release are often transitional.
Could you try running "sudo apt-get update" again and see if that
resolves the problem?
