This seems to reprod on a BIOS vm, might be due to (lack of) keyboard
capture problems, and still needs verification on real hardware.

On testing this again on Ubuntu 18.10 dev with grub-pc 2.02-2ubuntu13
and this time by not setting GRUB_HIDDEN_TIMEOUT at all, setting
GRUB_TIMEOUT to 0.0 and then testing with GRUB_TIMEOUT_STYLE being set
to menu (while keeping shift pressed at booting), hidden (while keeping
ESC pressed at bootin
Maybe before executing "sleep --interruptable $timeout" an extra check
could be done if $timeout is 0 and if true executing the function
directly instead of using sleep. Could this be a potential solution?

"GRUB loading" message comes from the bootstrap MBR code (the ~440 bytes
in sector 0) of the boot device and is activated whilst shift is
detected.
The boot-strap code then loads GRUB's core image which is what we might
call the real GRUB code, where the $timeout value has an effect.

I'm now on grub2 2.02~beta2-36ubuntu1 and the issue still exists. It is
a bit annoying to see now for ~2 years always on booting in a multiboot
environment the boot menu because of it. Any idea what could cause this
issue?
