This problem affected me too, and I solved it.
The problem was in my /etc/hosts file.
It contained the bext lines:
127.0.0.1 localhost
::1 localhost #[IPv6]
I deleted the line
::1 localhost #[IPv6]
and Freeciv works!

PS: Since it mentions "address already in use", here's the output of
netstat -ln (the tcp portion). It doesn't seem to have any freeciv ports
in use:
netstat -ln
