Utopic is no longer supported. So now there is a correct version of
osmgpsmap in every supported release (although you need the backports
repository for Trusty).

Okay - gpxviewer has now been removed from Vivid and Wily. This has allowed the
latest version of osm-gps-map to move from "proposed" to "released".
I had previously arranged for a backport to Trusty, and yesterday I prepared a
backport for Utopic which is just waiting for sponsorship.

This was the case for Utopic, and is still the case for Vivid. The latest
osmgpsmap is not available for Gramps because gpxviewer still depends on the
old version:
