Ubuntu 14.04 is a supported release. There comment about base likely is
just referring to the first release they ever installed.

That is maybe not a bug. You have an old release which isn't supported
anymore. You have to upgrade with the old-releases archive repository
or too fresh-install Ubuntu. See also
