In Intrepid Dolphin .pot files are imported as part of kdebase, so they
are distributed. The quality may be not so good due to Rosetta bugs, but
this bug is no longer applicable.

The most likely reason is that dolphin does neither ship nor build a
.pot file, so that LP cannot import the translations. Once that's done,
they'll get to the langpacks automatically during the monthly updates
(and the daily builds in the PPA).

Since dolphin is a package in main, the mo file should be in
language-pack-kde--base
