Based upon what is described, this doesn't sound like something that
erupted in xubuntu-meta in general. This sounds like it arose instead
in top. I'm going to go ahead and reassign this to procps, which
contains top, so that it can be picked up from that angle for
consideration.

Thanks for the answer. The system feels like there is 0.00 load. It
seems to me that this only a displaying bug. It is working as usual. I
have to add that I use this computer as a small home-server (low
hardware specs) , it is most of the time idle.
On 14.04 I haven't had this display bug; I have
