But those devices are not present. They are my old phones they are all turned
off. They should not be there.
Those bluetooth pairing suggestions are coming from my simcard they are always
present wherever i go.

This looks like expected behavior; any bluetooth devices in range which
are discoverable will be shown in the system-settings panel. They can
not be removed; but they will disappear when moving out of the bluetooth
panel, and will now show when they are not in range.
