I should have explained the previous comment further:
Before resuming normal boot, I am able to switch from gdm to tty[1-6] by
pressing CTRL+ALT+F1.
Yet after I select to resume normal boot, if I then switch to gdm, I can no
longer switch back to tty[1-6]
