I seen simmilar bug in Debian.
On Ubuntu I seen related (probably) bug, where some of the modules are
missing (like, Monitors&Display, and if I start Display module by hand I
get an empty window with no settings at all)

This bug is reproducable. It comes after 2 or 3 days after i reinstall
Kubuntu, before i can use kcontrol normal and i can use kcmshell. After
that, kcmshell lists no modules and kcontrol is unusable.
