The window decoration should be gtk-window-decorator, which is included
in compiz-gnome.
Any reason why window decorations are not enabled by default? It seems
to me like they are one of the more important functions of a WM; without
them it is somewhat harder to minimize, close, etc.

Still no luck getting window borders.

Answering my own question :)
sudo apt-get install compizconfig-settings-manager
Menu System -> Preferences -> Advanced Desktop Effects Settings
Make sure Window Decoration is selected (and Desktop Cube and Rotate
Cube if you want them)
Now everything should be working :)

I tried installing and then uninstalling the proprietary ATI driver with
restricted-manager (compiz doesn't work with those drivers, only with
the free ones), but this bug still manifests itself. We're not expecting
users to edit their xorg.conf for that, are we?

I think I'm seeing the same thing. When I switch to "Normal Effects" or
"Extra Effects", all windows appear fine, except their missing the
border and frame. They can still be moved around / minimised / closed /
everything else via the Window List applet or the keyboard but no window
border.
