Yes. /var/run is a tempfs and so gets cleared on every reboot. What you
need to do is add a test for the existence of the PID dir and creating if
it's not there in the freshclam init.

This is correct. Already fixed in the Gutsy package. The clamav
version in feisy-backports also has the fix.
The Feisty work-around for this problem is to manually create the
directory.
