Downloading and installing the packages by hand fixes the problem.
libdevmapper1.02_1.02.08-1ubuntu10_amd64.deb udev_113-0ubuntu6_amd64.deb
volumeid_113-0ubuntu6_amd64.deb
then apt-get -y dist-upgrade will upgrade dmsetup

allow them to upgrade...
$ sudo apt-get install dmsetup
