We need to look into the file "/var/log/syslog" to help you out.
Fax works on 15.10.
Clear the "/var/log/syslog" and try sending fax. THen attach the the
output of syslog here

Still an issue with 15.10. Perhaps I have a conflict, but I don't think
so.
I hate to say it, but it work perfectly in Windows 10.
