I don't recall what reboot was done, but I grabbed the logs right after an
update.
I'm in Malta and have roaming off, which may explain why there is no mobile
data.

when you see this happening, before enabling the wifi, get the output of
the following commands using adb shell:
# nmcli nm > /tmp/nmcli_nm.txt
# nmcli d > /tmp/nmcli_d.txt
# rfkill list > /tmp/rfkill_list.txt
Then download the following files from the device using adb:
$ adb pull /tmp/nmc
it should definitely be on after an OTA upgrade if it was on before ...
weather it should be on for the first boot if the device was never
connected is a design decision though (IMO)
