solved in Hardy as it shows the very icons. Therefore closing this bug
as I don't assume it will be backported to Gutsy.

I'm confirming this on pidgin-otr (3.0.0+cvs20070508-1)
There are also an icons missing on the "verify signature" and "view
secure session id" windows but assume its basically the same bug.
