I updated from 13.10.

Could you please tell me from what version you upgraded to 14.04? Could you
also please paste the output of the commands:
- locale
- python3 -c 'import sys;print(sys.getfilesystemencoding())'

I was able to start the upgrade with:
$ LANGUAGE=C update-manager -d
LANGUAGE seems to be the variable which determined the language of the
update-manager. LANG and GDM_LANG didn't changed it.
