I also had this issue suddenly for shutter on Ubuntu 14.04.
It appears that the image quality option had been changed during an
update of shutter.
Setting Quality to 100 in:
Edit > Preferences > Quality
fixed the issue for me. Although I'm not sure if this is the same issue.
