I returned to my local octave source directory, ran "make uninstall",
and then ran "apt-get install octave". Installation went through
perfectly. Please close this defect report, if I am unable to do it
myself.

Octave installed besides the version installed from the official Ubuntu
repositories. The version of Octave provided by Ubuntu does not use the
