This bug is not reproducible under Feisty Fawn 7.04 . The following test
cases were executed
1. I opened up couple of applications and tried closing all of them
using the keyboard first time (Alt + F4) and then pressed Alt + F1 and
the gnome menu got invoked

Can't reproduce this. Tryed under feisty with latest updates installed.
Only time i have no focus is directly after logging in. Not sure if this is
meant to be that way though. I can reach the menu using Alt+F1 at that point.
