In which sense is the plugin incompatible? When forcing it to install,
it works perfectly with my conchars.tga maker plugin. Also, note that
Scheme is too limited to be able to do the functionality of this plugin

There's nothing to be done in Ubuntu. libgimp-perl is the current
upstream release and is not compatible with the current GIMP. Feel free
to contact the GIMP developers about it.
