Hi,
I am having the same issue and just tried out the latest daily from
http://cdimage.ubuntu.com/daily-live/current/ as boot from USB.
Sadly the problem persists.
Suspend to Ram, Suspend to Disk and Reboots work fine however.

sudo sync && sudo reboot -f
- works (But reboot "works" too when issued through the GUI. Using "" because
it doesn't behave totaly normal, it shuts down but when turning on again it
shows the GRUB shell instead of booting)
sudo sync && sudo poweroff -f
- the screen freez

- same result as normal shutdown (freeze at the ubuntu splash screen)
sudo halt -f -p
- the screen freezes immediately (while showing unity and the terminalwindow)

Yes, it does occur on trusty too. Kernel version linux-image
(3.12.0.2.4). Ubuntu splash screen freezes on shutdown with one dot
orange four dots withe. Fan at full speed.

I tested it with Gentoo and Mint too and tried almost every "Grub
Parameter" fix.
Can't shutdown but reboot works.

Tested with previous ubuntu 13.04 (release): it doesn't shutdown
