I've verified this on a recent instance of precise. See below for how.
## launch instance with user-data showing the bug we've sqaushed
$ cat user-data.txt
#cloud-config
apt_sources:
- source: "cloud-archive:havana"
output: {all: '| tee -a /var/log/cloud-init-output.log'}
## now on the instanc

Accepted cloud-init into precise-proposed. The package will build now
and be available at http://launchpad.net/ubuntu/+source/cloud-
init/0.6.3-0ubuntu1.11 in a few hours, and then in the -proposed
repository.
