The issue still seem to be affecting 15.10 at least for php5-mcrypt.
The module is not enabled after installation automatically.

I'm not sure if this is a regression in 14.04, but php5-mcrypt
5.4.6-0ubuntu5 in 14.04 is missing some maintainer scripts:
~> dpkg-query --control-list php5-mcrypt

md5sums
whereas for any other extension, the list looks like this:

postrm
md5
