Thanks for taking the time to report this bug. This is a duplicate of
bug #1237359 and should be fixed with the latest Unity update.

To add a little to this. For those launchers that were present before
update to 13.10, they remain in the same position. For those launchers
added after update, they return to the bottom. For example I installed
Fotoxx and it placed a launcher just above the workpalce chooser. I move
it to be direc
