Hey, thanks for reporting this bug. I've recently merged a patch that
should fix this issue (lp:~larsu/indicator-messages/lp1229422). It was
released this morning as indicator-
messages-13.10.1+13.10.20131004-0ubuntu1. Can you please check whether
it does after the update comes in?

The attached python script (contributed by in #ubuntu+1
channel), when coupled with a .desktop file and configured in dconf
indicator/messages does trigger an attention icon. When you remove
attention from the application, the icon returns to its normal status.
