but is no possible to have some password for to prevent the access to the post
office already lowered ? like the identities in Outlook Express?

The master password is to unlock the passwords to get mail from all
accounts, not for actually reading the mail already in thunderbird.
Thus, when hitting cancel, all you would have been doing was saying "no,
i dont want you to check for more mail, using the passwords stored in
edit --> preference
